Village Regulations are statutory regulations stipulated by the Village Head after being discussed and agreed upon with the Village Consultative Body (BPD).
Village regulations are a legal framework for policies in the administration of government and development at the village level. The stipulation of the Village Regulation is an explanation of the various authorities possessed by the village by referring to the provisions of higher laws and regulations.
Function of Village Regulations
The main functions of the Village Regulation are:
- Manage the administration of village government
- Carry out village authority
- Realizing the goals of implementing village government
- Accommodating the aspirations and needs of village communities
Features of Village Rules
- Made by the Village Head and BPD
- Contains matters relating to governance, development and society in the village
- Does not conflict with public interests and/or higher laws and regulations
- Observed, obeyed and implemented by all local village residents and also applies to other parties who enter and/or carry out an activity or interest in the village concerned
Types of Village Regulations
- General Village Regulations : Regulates general provisions regarding the administration of village government
- Special Village Regulations : Regulate certain matters in the administration of village government
- Additional Village Regulations : Change or complement provisions in General Village Regulations or Special Village Regulations
Process of drafting village regulations
- Village Regulation Planning : BPD and the Village Head prepare a work plan for drafting the Village Regulation;
- Preparation of Village Regulations : BPD and Village Head prepare Draft Village Regulations (Raperdes);
- Discussion of Village Regulations : Raperdes are discussed at the Village Deliberation (Musdes);
- Determination of Village Regulation : The Village Regulation is determined to become a Village Regulation by the Village Head after being agreed with the BPD;
- Promulgation of Village Regulations : Village Regulations are promulgated in the Village News by the Village Secretary.
Village Regulations are an important instrument in realizing good village governance and empowering village communities.
Quality village regulations will help villages achieve their development goals and improve the welfare of their communities.
