Village regulations are laws and regulations created and stipulated by villages to regulate the lives of village communities and the administration of village government. Village regulations have a lower level compared to regional regulations and other higher levels of legislation.
However, village regulations have binding legal force for all village residents and must be obeyed.
The main objective of village regulations
The main objectives of village regulations are:
- Implement regional regulations and other higher laws and regulations.
- Accommodating the aspirations and needs of village communities.
- Strengthen the implementation of village government.
- Improving the welfare of village communities.
Types of village regulations
There are at least 5 types of village regulations that are valid for use in village communities, namely:
- Village Regulations (Perdes)
- Village Head Regulations (Perkades)
- Village Head Decree
- Village Guidelines
- Village Guide
The process of drafting village regulations
- Village regulations are proposed by the Village Head or BPD.
- Draft village regulations (Raperdes) are discussed in village meetings.
- The Raperdes is agreed upon by the Village Head and BPD.
- Village regulations are determined by the Village Head.
- Village regulations are promulgated in the village gazette.
Village regulations must be promulgated in the village news so that they can be known and obeyed by all village residents. Village regulations that are not promulgated do not have binding legal force.
Village regulations can be canceled by the Regent/Mayor if they conflict with regional regulations or other higher laws and regulations.
Village regulations have an important role in village development . With village regulations, villages can better regulate the lives of their communities and realize the welfare of village communities.

- Village regulations must be in accordance with the customs that apply in the village as long as they do not conflict with statutory provisions.
- Village regulations must be harmonized with regional regulations and other higher levels of legislation.
- Village regulations must be published to village communities in an easily accessible manner.
